GOOD MORNING, THIS IS A CBS NEWS SPECIAL REPORT. I’M CHRISTINE JOHNSON AT CBS NEWS HEADQUARTERS IN GOOD MORNING. THIS IS A CBS NEWS SPECIAL REPORT. I’M CHRISTINE JOHNSON AT CBS HEADQUARTERS IN NEW YORK. TEXAS RIGHT NOW IS IN THE GRIP OF THE MOST POWERFUL STORM TO HIT THE UNITED STATES AND MORE THAN A DECADE. THIS MORNING, THE NATIONAL HURRICANE CENTER SAYS HARVEY IS CAUSING CATASTROPHIC FLOODING IN SOUTHERN TEXAS. IN HOUSTON, UP TO 19 INCHES OF RAIN HAS FALLEN IN THE CITY IN THE LAST SIX HOURS. RIGHT NOW, HARVEY IS A TROPICAL STORM WITH MAXIMUM SUSTAINED WIND AT 45 MILES AN HOUR. HARVEY BLASTED ONTO THE TEXAS GULF COAST LATE FRIDAY AS A MASSIVE CATEGORY FOUR HURRICANE. HERE IS THE LATEST OF WHAT WE KNOW NOW. TWO PEOPLE ARE CONFIRMED DEAD AND MORE THAN A DOZEN HAVE BEEN INJURED. MORE THAN 200,000 HOMES AND BUSINESSES REMAIN WITHOUT POWER ACROSS THE STATE. SIX COUNTIES HAVE BEEN DECLARED FEDERAL DISASTER AREAS. STORM SURGES COME UP TO 12 FEET, ARE PREDICTED IN SOME PLACES. WE HAVE A TEAM OF CORRESPONDENCE FOLLOWING THIS. LET’S GO TO MARK STRASSMAN IN HOUSTON. MARK. REPORTER: GOOD MORNING. ONE OF AMERICA’S MOST MAJOR CITIES IS QUIET THIS MORNING. TAKE A LOOK. YOU CAN SEE WHY. THE CITY IS UNDER A FLOOD EMERGENCY. PEOPLE HAVE NOT BEEN ORDERED TO STAY INSIDE BUT THEY HAVE BEEN URGED TO STAY INSIDE. THE REASON IS OBVIOUS. THIS IS A BREAK IN THE STORM SYSTEM. AS LIGHT AS THE RAIN HAS FALLEN ALL DAY. ON THE RADAR, IT SHOWS THAT THE CITY WILL GET POUNDED AGAIN BY RAINFALL. IT IS STARTING TO PICK UP RIGHT NOW. THE RAINFALL TOTALS SO FAR ARE SOMETHING STRAIGHT OUT OF THE OLD TESTAMENT ON A SUNDAY MORNING. 6 INCHES OF RAIN IN ONE HOUR. 14 INCHES IN THREE HOURS. AS MUCH AS 30 INCHES IN SOME SPOTS. ANOTHER FOOT OF RAIN IN THE FORECAST BEFORE THE DAY IS OVER. EVEN THOUGH HARVEY’S SIEGE HAS BARELY BEGUN, SOME PEOPLE ARE QUICKLY RUNNING OUT OF OPTIONS. HUNDREDS OF RESCUES ALREADY. SOME BY BOAT. MANY PEOPLE ARE CALLING THE 911 CENTER SAYING THEY HAVE CLIMBED INTO THE ATTIC TO ESCAPE RISING WATERS. HERE IS THE DANGER, IF THE WATER CONTINUES TO RISE, THE FOLKS WILL BE TRAPPED IN THE ATTIC. THEY SAY IF YOU GO TO THE ATTIC, HAVE AN AX SO YOU CAN GET TO THE ROOF SO YOU PUT — SO YOU HAVE SOME WERE EVEN HIGHER TO CLIMB TO ESCAPE THE WATERS. ANOTHER FOOT OF RAIN IN THE FORECAST. WHEN YOU THINK ABOUT WHAT THE CITY WILL GO THROUGH, THE MISERY WILL GET WORSE BEFORE IT GETS BETTER. IT CERTAINLY IS. THANK YOU FOR THAT UPDATE. FOR THE LATEST ON HARVEY’S PATH, WE TURN TO SCOTT PADGETT OF OUR CBS STATION IN DALLAS, FORT WORTH. SCOTT. REPORTER: GOOD MORNING. TROPICAL STORM HARVEY STILL HOLDING THE TROPICAL STATUS AS YOU TAKE A LOOK. DRIFTING TO THE SOUTH, SOUTHEAST AT ONE MILE AN HOUR, CAUSING TORRENTIAL RAIN AND DAMAGING RAIN. FLOODING RAIN IN THE HOUSTON GALVESTON AREA. THIS IS A FOUR ARE LOOP OF THE RAIN PUSHING THEIR WAY ON SHORE IN THE HOUSTON AREA. FLOODING HAPPENING. ALL THE RESIDENTS ARE BEING TOLD, DON’T GET INTO YOUR ATTIC. GET OUT AND ONTO THE ROOF IF YOUR HOUSE IS FLOODING. WE ARE CONTINUING TO SEE THESE FEEDER BANDS PUSHING INTO THE HOUSTON AND GALVESTON AREA. THIS STRETCHES ALL THE WAY TO THE SOUTH OF BROWNSVILLE. THIS FEEDER BAND WILL CONTINUE TO FEED IN. THAT MEANS FLOODING WILL CONTINUE THROUGH THE DAY TODAY AND THE NIGHT TONIGHT. JUST OVER THE LAST HOUR, 13 INCHES OF RAIN SOUTH AND EAST OF HOUSTON — NEAR GALVESTON, 14 INCHES OF RAIN. LOOK AT THE RAIN TOTALS OVER THE LAST 24 HOURS. IN SOME SPOTS, 24 INCHES OF RAIN — CLOSER TO AUSTIN, 13-18 AND EVEN A FOOT OF RAIN NEAR GALVESTON. WE ARE NOT DONE YET. TAKING A LOOK AT WHAT IS HAPPENING AS WE GO THROUGH THE REMAINDER OF THE DAY TODAY. ON TOP OF THE 24 INCHES OF RAIN, THERE IS THE POTENTIAL. BY THE END OF THE WEEK, WE COULD SEE ANOTHER 22 INCHES OF RAIN IN HOUSTON AND 15 INCHES AND GALVESTON, AND 18 TO THE SOUTH OF THERE. HERE IS THE REASON WHY. HARVEY IS DRIFTING ITS WAY AROUND. BY LATER IN THE AFTERNOON, CLOSER TO VICTORIA, IT WILL PULL OFF TO THE NORTH. AND WE WILL BE DEALING WITH THIS THROUGHOUT THE WEEK. THANK YOU.     They are corrupt in the earth, and they are angry with them. God gives them earthquakes, floods, hurricanes and devastating diseases, and God has soldiers in the earth and in heaven.
